(2) The liability to pay rates and charges shall attach to the property in respect of which they are payable and shall be a first charge thereon, and shall take precedence over all other charges or claims whatever, except the land rent payable to the Government by virtue of the lease of any public land.”
The Act also provides for the establishment of local government committees to oversee the collection and management of these charges.
